A positively charged nuclear particle that has two protons?
The best answer here should be an alpha particle.  A α-particle consists of two protons and two neutrons, which is a helium nuclei and not atom because of the positive charge and we are talking of nuclear particles here.
An alpha particle has two protons, this automatically gives it the two nuclear charge and two neutrons this gives it the mass of approximately 4 amu.
It is called a nuclear particle because it emitted as a result of a radioactive nuclear decay. When an atom emit an alpha particle it lost two from it atomic number and four from it mass number, therefore it drop two positions on the periodic table of element.
