neon, ne (atomic number 10) cannot attract any additional electrons. why?

neon has reached the stable electronic configuration,  therefore it neither accept nor donte electron,  it has a complete electronic shell. it is a group O or zero element ,
 other none group O atoms accept one one to 3 or donate I to 3 electrons  respectively to complete their electronic configuration.
while  non-metals
 metals found in group 1,2 and 3 are known as electron donors they can releases from one, two or three electron to attain the octate state, while non-metals found in group 5, 6 and 7 can accept I,2 or 3 electrons respectively to attain the octate state .they  are known as electron acceptors.
