What makes a neutron to become radioactive or simply unstable is either too much of proton or neutron, in most atom the number of protons is less than neutron, but if the ratio of proton to neutron is 1.5 , then the nuclide is likely to  stable, anything  above this is likely to make the neutron unstable and therefore it termed radioactive.
