Question: why does the nucleus in every atom have a positive charge ?

A nucleus in every atom is positively charged because it composed of both protons and neutrons, the protons are positively charged while the neutron are electrically neutral. Therefore the nuclear charge is the sum of the charges on the constituent protons.
