Question: is the nucleus neutral?

the nucleus of an atom is not electrically neutral,  but strongly positively charged, the sum of charges on the protons gives the strong positive charge. this is why in Rutherford gold foil experiment, the alpha particles which is positively charged is repelled. according to the law of electromagnetism  like charges repels while unlike charges attracts,  this proves that indeed the nucleus is positively charged otherwise it will attracts.
