the particles in water have less mobility than the particles in oxygen

particles in water are liquid particle while particle in oxygen are gaseous particles,  particles in liquid  can only translate from point to another within the liquid lattice whereas gaseous particle are free to move independently, they are not held by any significant force but are only bounded by the wall of their container.
