Does the law of reflection apply to all reflecting surfaces

 the law of reflection  hold for all reflecting surface, be it a smooth or rough surface, that this the angle of reflection  and incident are equal, and the incident ray, the reflected ray and the normal at the point of incident all lie on the same plane.  While in smooth surface , it obvious . In  rough surfaces the individual rays obey the law.
