Question: For a substance to appear white what must happen to all wavelengths of light

for a substance to appear white, the substance must have reflect away all the colors of light falling on it, a visible has seven spectrum of light with different colors  and with their respective wavelenght, from red, orange, yellow, green, blue, indigo and violet,   an object appears red because it absorb all order color except red like likewise a blue object absorb all other color except  blue likewise a yellow objects,
 therefore for an object to appear white in color it means it has reflect all the spectrum of the visible light falling on it. a while object therefore do not absorb any color of light
