Question: can the nucleus be positive or negative charge ?

The nucleus of every atom is always positively charged because it contain protons and neutrons, the protons is positive while the neutron is neutral and therefore there is no room for negative charge, hence the charge on the nucleus sum of the charges on the electrons.
